On January 5, 2021, the same day as Georgia’s twin Senate runoffs, voters head to the polls in the 2nd District special election for the Virginia House of Delegates.

Another special election will take place in the 90th District on the same day.

2021 elections will get started early with the first Tuesday of the new year, and given that 2021 is also an election year in Virginia, these may have some added impact.

2nd District Special Election 2021: Key Facts

PREVIOUSLY HELD BY: Jennifer Carroll Foy (D), who held the seat for two terms. She announced a run for governor in 2020 and later resigned in December 2020 to concentrate her efforts on the gubernatorial race.1

LOCATION: The 2nd District is located in northern Virginia, running along the Potomac River between Widewater State Park and Woodbridge. In its south, it includes parts of Stafford. Much of the Marine base in Quantico is in this district.

POLITICAL COMPOSITION: This seat has tended Democratic at all levels over the past decade. In fact, no Democrat running for statewide office has lost it over the last eight years. For example, Ralph Northam received 62 percent here in his 2017 run for governor. Foy broke 60 percent in both her 2017 and 2019 victories.2

WHO’S RUNNING: Candi King (D-Dumfries) and Heather Mitchell (R-Stafford). King’s husband ran for this seat in 2017, losing the Democratic nomination to Carroll Foy. Mitchell was the Republican nominee for the 2nd District in 2019, losing 61 to 39 percent.

2021 Special Elections So Far

This is one of the first two special elections in 2021. Democrats ended 2020 with a modest net gain of seats in state legislative special elections.

Virginia House of Delegates 2nd District: Evaluation

This is a likely Democratic hold. It has been in the blue column only since 2018, however northern Virginia has gotten away from the Republicans in recent years. Winning back the 2nd District would be a huge upset and a boost for the GOP, but it does not match the current trends of the region or the commonwealth as a whole.
